Green Party has to hold nose to back John Horgan to be BC premier.

John Horgan has never been supportive of my environmental      concerns nor has he protected me when I attempted Remedy:

The British Columbia Green party must hold John Horgan accountable for his lack of support for the maintenance of environmental standards here on my Otter Point property. The latest of a long line of MLA's, MP's, Regional Authorities and Provincial Authorities to refuse duty is John Horgan.   When I require protection or assistance for myself or my sensitive delicate easily damaged hillside and wetland which is a home for numerous species of wildlife, just like God planned it, John is absent. As a result of my protecting my property and the Queen's watercourses, I have been attacked by Police, By-Law and others, I have recorded and documented all of it.

                                     King Swamp

 There are 4 scofflaws who through a temporary technicality created four lots, denuding their property and building  in the watershed of and in what is legally part of the King Swamp lands, the gazetted headwaters of King Creek. The King Swamp is an important wildlife and bird resource and it is being killed off by Paul Drummond and his customers or fellow developers on Amanda Road at Otter Point BC. Much of the King Swamp on this side of Otter Point Road is on my property  and there is more sheet bog and swamp and an estuary which has a January Salmon Run on the other side of Otter Point Road. A British Columbia Special Provincial Constable and Federal Fisheries or Provincial Water Management Branch actually intoned the canard "This Watershed is not worth protecting", I am sure I recorded the events and the names of all involved and the unbelievably foul imprecation of denial of duty and disregard for God's Green Earth  which was intoned by those who swore to help, to protect and denied that on more than one occasion. The foul false crown servants scurry back to the offices I pay for for them to honestly and loyally serve me and instead they defame and discredit me. Shame. Shame. Shame. Shame on you John Horgan too.  I think, what rotten bastards, don't they know right from wrong: Wetland and Animal Destroyers and you rotten false do-nothings, sucking up wages benefits and cars and more I pay for and betraying me, the Crown , The world, all of you together in one seething mass of repulsive destruction.

  The most of my 12 + Acres are natural and pristine acres except where  persons came on to the property against my known wishes and that of owners before me right back to the 1950's and wreaked deliberate damage of horrendous proportion and nature all of which is evidenced, posted on the net and documented in the 14 boxes of letters, I wrote to the derriere sitters on the list of authorities.

I took the Canadian National Railways "Civil Engineering Program for Non-Civil Engineers".      A portion of the course included practical survey and water management work I participated in with a number of CNR civil engineers and others working on the study: "The Plaster Rock NB Diversion Project" investigation of sinking, falling in tunnel and other roadbed problems associated with sub-surface problems caused by water retention and diversion. Later I was a Recording Technician at Peace River Dam, Hudson Hope British Columbia in 1966 and thank myself and the guys for your electricity, yes even on VI. (  In the 1970's there was a $50 million lawsuit over the failures to report or disclose by BC Hydro officials or deficiencies in construction by the company I worked for, The Northern Construction Division of KRB BRJ Halliburton Corporation, yes the US one, and I saw innumerable reports authored by myself in the little glass cases at the old BC Supreme Court in Vancouver.)  Moe Sihota said he read my 70 page elucidation of the Water Act of 1935 and he finally understood the Water Act. 

  A few years later I was the owner  of Lot A and the house at 4091 Otter Point Road and had the family with the little kids and all and unbeknownst to me I had entered into a "Destroy the environment Kill Zone". I was shot at by the PALFRY MENTAL CASE, a few weeks after I bought the property.  I was on the rear second floor balcony and the bullet zinged past before I heard the report. ( In closed session I could make your hair stand on end). A couple of local mental cases said they hated the house I was finishing and me too because it was the house of the man "that got us busted", for getting drunk and slaughtering a flock of Canada Geese on this property against Merx the owner's wishes and the Law, using Pump Action Multi Round Magazine Shotguns. Dennis Ireland and the Palfry grandson who was in and out of mental institutions also poisoned the wetland with LEAD. I saw the results, the dead bullrushes and fish and the death of thousands of American Peeper Frogs. Why not try Ireland for that right now. The  Palfry mental case committed suicide right next door at The ( better not) people would be creeped out.

 Over the years, additional environmental damage was perpretrated and as I got about all of the property I witnessed additional existing damage and the evidence of past damage and I wrote it all up and submitted it to The Provincial Dam Engineer, The Water Management Branch, Federal, Provincial and Native Fisheries authorities, The British Columbia Conservation Authority and all the Feds.  The only result was to be subjected to a heinous and criminal reaction attack.   I demanded protection from being targeted, frankly battered by vengeful Police, By-Law and so many fools who heard the bull about me. Come and see the truth I told one MLA after another and  Horgan too, many times have I offered to show and explain what the people on the list did that I will add soon to this blog of who damaged what where and there is a lot of it. The creek diversion, forest destruction, set back violations and a 140 foot long up to 10 feet deep ditch dug through the good flat part of my land to deliberately ruin it and divert the creek into and out of the Dam next door, take a look, you do not have to cross the ditch or new creek to see criminal watercourse destruction and diversion and Water Act Violating impoundment and stopping of low level creek flows,  done with Ron Shambrook's equipment and with Sooke Backhoe too,  the many damages are readily still visible. Google search bots connected Environmental Appeal Board documents with the video and cartoons about the destruction, 'Bullrush Frog' YouTube.   I do not pay now $40k property tax per year to be left vunerable to criminals I report for destroying the bog. , the creek , the forest and the land I am the custodian of. The bog destruction is destruction which releases methane andCO2 causing climate change. The healthy bog and forest absorb tons of CO2 every year . I bet Horgan doesn't know and won't believe that that is what happens at a bog and in a bog when a bog is killed.

Check with the RCMP in Sooke who read all my blogs and viewed videos and wrote, I have FOI'd it, "Collard is not violent or aggressive but has been victimized". Still, watch, John will not do a single thing, or even contact the RCMP to check on this. 

I REMIND EVERYONE, RECENT POST, BY-LAW STILL WITH THUG ESCORT IN PADDED COMBAT OVERALLS PASS RIGHT BY ALL DAMAGE PLAINLY VISIBLE AND COME KICKING AT MY DOORS .

OH LORD, Capricious is far too nice an adjective!

Bent, twisted, incapable of honesty, underhanded, backstabbing, conning, trapping, pretending and faking would be more accurate than capricious. I just took detailed photos and thought about what had happened reviewing my encounter:

I took photos of a truck stored beside my driveway and there was no evidence of anything being tied to the truck, every bit of rust, moss or paint flakes close up photos of every possible tie point and where wear would occur if the dog was tied up to the undercarriage of the truck. I have been asked, had I worked for the FBI. I keep notes just like Comey, I'd like a t shirt with big print:

As I photographed the rope the dog was caught by down in the creekbed, I remembered the British Columbia Special Provincial Constable was dubious that I was truthful, she was dubious, ask her.   I continued to photograph every possible tie on point on the truck and I realized: The British Columbia Special Provincial Constable was lying to me, probably did not even realize she was lying, just business as usual for the myriad Special Provincial Constables working in BC as every form of government representative. Erika Paul repeatedly stated she was not Police, but it turns out was here to lay charges of animal cruelty. There is no SPCA out here, but the British Columbia Special Provincial Constable was driving a SPCA truck. My research indicates only real Police Powered Officers can operate out here, not some special non-police police worker. Hogwash, driving the SPCA truck out of SPCA territory, gosh, what ,the commandant of British Columbia Special Provincial Constables thought no one would notice and have done the research. Twisted, frightening, such duplicity. 

I measured off the distances between truck and creekbed and end of driveway, the alleged observation point, I logged the data with the Photo Log in my Court Notes Book. dated, signed.

The British Columbia Special Provincial Constable repeated the statements of some person or persons, were statements modified from person to person to create an unsympathetic view of a disgusting, low, immoral, unethical and cruel person, me. Erika Paul was fully duped, swallowed the bull hook line and sinker and regurgitated it here upon me. Disgusting. Who deceived her. Has she been deceived in the past and the extra credibility accorded the twisted liars when it is transmitted or parroted by the Constable jailed someone.   She said that the dog was tied up on a short lead to the truck. She did not say it was alleged or that someone said it. She declared that `The Dog was tied up on a short lead to a pickup truck`. Some one looked up the driveway , who, a cop , a crook. Who gets such faith and credit that the British Columbia Special Provincial Constable makes the statement and then with the evidence that the dog`s rope was still entangled in brush in the creekbed  right in front of her eyes she chooses to believe the liars, who has such faith and credit.

  Certainly, Erika Paul could have looked at the truck, moss, rust, paint flakes undisturbed instead of uttering the reprise of foul disgusting demeaning and dangerous accusations. It makes one think, what accusations, like of murder for instance, totally incompetent Police, innocent convicted.

I wish they could be stopped permanently, liars, fake 911ers and all the redundant Police. Go . 

 Four hours later I realize: A matter of such import: The truck sits on my land, 90 feet from the road, 120 feet from my house, near nothing but bush. Except the Mobile Home, I did not think about, on the other side of the property line, 30 feet from the truck. Retired CRD By-Law  Animal Care from Elk Lake, officer Tovey lives there.  I am sure The Dog is Tovey's and he would not ignore his dog tied up where he could see it. A fraudster managed to whistle up Animal Cruelty Charges against me. The dog was not visible at all in the driveway or Tovey would have cut it loose. The dog probably got caught up chasing the bear away, it was doing its duty.

British Columbia Special Provincial Constable: The results of research.

 Researching the powers of the British Columbia Special                     Provincial Constable is disturbing. 

My last post was just yesterday. Today I cannot breathe, will not be able to drive though I really should go to Victoria. I can hardly open my eyes, my body is weaker than ever, on the verge of collapse all the time. Hypervigalence causes me to jump or spring to alertness.This is the result of another bogus Police visit.

The research which I conducted informs thus: The Special Constable here yesterday was here to start a process which would lead to charges against myself. The Police powers of and Police support of whatever the British Columbia Special Provincial Constable did, put me in a position of complete vunerablity  and subservience. Whatever the Officer does is protected and the Officer is protected and can do no wrong and my tax money will defend the Officer. One wrong word from me and I could face animal cruelty charges or be dragged off by Police to jail. Terrifying, paralyzing.    (I just ran outside when a vehicle motor stopped somewhere, out I went to face Police before they swarmed in.)  A Sooke RCMP Member told me " If any doors or windows are open we are coming in".     I just ran out again, breathless this time, huge crash like when Police kick at the doors. 

A Capital Regional District By-Law officer told me: "The CRD is a 24/7 operation, we are coming anytime..."  The Crown Employees are turning my tax money against me, financing their agenda.

 Someone lied to effect the latest visit, the dog was not visible, down in the creek bed, not my dog, not tied to the pickup on a short leash creating animal cruelty.

The Officer here yesterday thought she could come on to private property to investigate. She was polite enough to honk her horn so I could come out and of course may have believed the dog could be here and might bite her.  I think the British Columbia Special Constable is an innocent victim of misinformation about going on to private property and about the animal cruelty, the short lead tied up to the truck; she probably believed liars. Heaven help me if I was In the Officers Face at her place based on my misinformation by a liar, I would be in jail forthwith. It  seems as if my vision is pulsing with heartbeats, my body is so tense. Animal cruelty, a baseless and disgusting allegation, who made it up, who embellished with the short lead, all night tied to the pickup truck, caller, 911, Police, CRD?

  Am I now listed as investigated for ANIMAL CRUELTY?

The number and frequent location of British Columbia Special Provincial Constables is astounding if I have properly understood that part of my research. I have no doubt that if some of the officers or employees at an agency are Police Powered, the little helpers without the Police Powers will act the same as the the fellow workers with the Powers: no wonder every low level crown employee or dogcatcher wants me to acknowledge their power and show my subservience.

ANOTHER QUASI POLICE INVASION OF MY PROPERTY: THE CRIME PROBABLY STARTED AS A FAKE 911 CALL!

I POSTED ABOUT THE FEBRUARY 24 INVASION OF MY PROPERTY :VICTORIA BY-LAW came here out of juristiction with two RCMP vehicles to terrify and intimidate me at Otter Point.

Monday June 6 at about 11 am, or thereabouts, I heard a horn in the driveway. I thought, that cannot be here. I was unhappy to see the white front of a truck similar to the two police trucks which had been here February 24. I read SPCA on the front of the truck and realized that the call was probably related to a dog which had become entangled in brush down in Larulla Creek bed. The dog had pulled his lead loose or had broken the rope and the rope had become entangled holding the dog down in the creek bed all night where he barked til 1 am, Saturday night, possibly Friday. I cut the dog loose when I saw him down in the creek bed in the morning, ONLY WHEN I walked past, and not til I could look straight in to where he was. I freed the dog by cutting his entangled rope and he slowly walked off to the adjacent property. I had looked out at night but could not see the dog, thought the dog was barking at the bear who frequents this area,  from a nearby property.  

Who was in actuality a BC Provincial Constable said that she was from the SPCA. The Officer said that they had a call about a dog tied up to a pickup truck on a short lead at my property who had barked all night. Allegedly the 911 caller looked up the driveway and saw the dog, but that was not possible. The dog was down in the creek bed. The constable was definitely here to lay charges and on my property in conjunction with a false report to Police.   The Law Officers of all types and Politicians collude to dismiss, ignore and fail to act to remedy crimes which they become a part of.

People say that a gate would stop the Constable's entry, not so, I think that any demand or device or attempt to keep her out would result in a Police or Swat raid. A  gate means Police will get her in, possibly a No Trespass Sign overrule as well.  I am sick to death of living, barely able to walk, disabled, in isolation, and the only visitors are persons living off my tax money that I need for myself, perpretrating the terrorization scheme that all the  Law and Quasi Law Officers will revert to at the drop of a word of disagreement or protest with them or what they are doing. I think they wait for any excuse to trespass and invade the property of anyone who opposes their agenda. 

 Here at my rural 12 Acres on June 5 again:  I said, "Even if you are from the SPCA, how can you come onto private property without a warrant?" I recounted my long term and just recent experiences of unwarranted invasion of my property by By-Law and Police. I said " Isn't that a bulletproof vest you are wearing.`` (Radio too)

The officer said she was not a Police Officer, but a Peace Officer and that she did not need a warrant to come on to my property and gave invalid reasons which I said I was appalled by.  I clearly told her that the Supreme Court of Canada did not permit entry on to my property to investigate nor was even looking over the property line to spot violations lawful.

I asked for the Peace Officer's card and yo and behold, she is actually a BC Provincial Constable. I am aware of the RCMP scheme to get onto private property without a warrant using Quasi Police. And Quasi Police call swat and file false reports about innocent persons to cover their wrongdoing. These criminal conspirators are perhaps just as dangerous as Police or Fake 911 callers.

I AM GOING TO BE FINDING OUT, WHO MADE THE 911 CALL AND LIED. THE PROVINCIAL CONSTABLE IS A CONSPIRATOR AS SHE INVADED PRIVATE PROPERTY WITHOUT A WARRANT. THE BARKING EVENT WAS DAYS AGO, THERE IS NO DANGER OR HOT PURSUIT, JUST THE NON STOP ABUSE SCHEME OF DISREGARD OF PRIVATE PROPERTY RIGHTS. THE FAKE 911 CALLER IS ALSO CONSPIRING, COLLUDING IS NO DIFFERENT, TO AID IN PUNISHMENT OF MYSELF, TERRORIZATION OF MYSELF AND TO PUT ME IN A STATE OF FEAR OF BEING JAILED AGAIN FOR NO REASON BUT THE  SCHEME. 

THE DOG WAS NOT EVEN ON MY PROPERTY, HE WAS TRAPPED ON THE QUEEN'S PROPERTY, WHICH THE CREEK BED IS, CHECK THE WATER ACT. MOST IMPORTANT, THE DOG COULD NOT HAVE BEEN SEEN AS CLAIMED BY THE PERSON WHO MADE COMPLAINT, PROBABLY 911 NOISE. I AM GOING TO LITIGATE AND PROSECUTE. THE FOOLS ARE DANGEROUS WHO PUT THEMSELVES IN YOUR FACE AND TIME AND TIME AGAIN POLICE HAVE BEEN MOTIVATED TO REACT AGAINST MYSELF. THE BAD FEELING I FEEL NOW IS BAD, THE DANGER AND FEAR TAKE MY BREATH AWAY. I ACTUALLY CAN HARDLY BREATHE UNDER THESE CIRCUMSTANCES.

Paul Ryan announced: If Comey had evidence of wrongdoing by Donald Trump why did he not come forward right away. The timeliness con, it is a constant refrain as justice delayed is denied. 

FBI chief Comey documented the events at The White House and statements of Donald Trump and his own statements I would deduce. He then sought advice from persons who were read in on his notes before taking on the POTUS.  I have been  documenting statements and events contemporaneously for decades. I have tried to instantly report wrongdoing as it was suggested by Paul Ryan that Comey should have done that, right away. All of my contemporaneous reports have fallen on deaf ears. It is a CON to do wrong and carp about the delivery or how long it took.

Donald Trump spoke at length to graduating military conning that the press was mistreating him. The wrongdoing of authorities and law officers is conned alike, the poor things are being picked on.    No one picks on the powerful like President Trump or any Police officer or By-Law officer  from my position, without being really worried about what the response would be.  I proceed only with irrefutable evidence and in great need of relief.  My efforts denied so far I would like to proceed now to rectify and restore the damage which has been done to me.

                                                                                                                                                                      The exposure of Donald Trump to scrutiny should teach us the workings and the effect of the Con.

The Republican Party in the United States is portraying their plan to tax the very wealthy less as a tax cut favoring all Americans. Government services and support for those unable to care for themselves would be curtailed as a part of the Tax Reform plan of Republicans in 2017. The tax savings to low income persons would be minimal to zero. 

I have observed Republican spokespersons touting the wonderful relief which the new tax plan would bring to alleviate the suffering of poor bewildered citizens caused by the  complicated forms which have to be filled out to pay graduated taxes with personal deductions and tax credits for low earners.

In Canada I have seen flat tax plans proposed for similar reasons by Conservative politicians.         The simplest , oh so carefree and easy, is to charge everyone the same percent on everything.        The sad part of this is that the low earners require the money they receive for food and shelter. 

 The property and businesses of high earning citizens require more of many government services to protect them and supply infrastructure.   Right Wing Politicians wish to enhance those Services and Agencies.  Everyone, proponents say,  honor the Police who protect our property and control the desperate citizens and the addicted citizens and the mentally unfit.  Are most of us conned?

  The truth regarding Police services being rendered to help citizens is that some citizens are declared to be beneath the law. The Police and other Law Officers tell me, for instance, that they do not care or will not do anything for me when I require the protection which I pay taxes to obtain.  Simply because I have been defamed and because I responded to unlawful treatment and acts by authorities with complaints, the entirety of the enforcement, legal and political community  treat me with complete disregard for my needs or the crime being committed which is damaging myself or my property and attack me instead saying that I am harassing the persons who have without evidence or provocation decided they can do damage to myself or my property and get away with it by lying to deploy Police against me. I am an educated property owner who can win a court case on his own, what happens to the poor renter or uneducated person who is subjected to this treatment. They are kicked out of their rental, or dispossessed of their property, jailed, criminal recorded and ruined by the authorities, and made to be  unemployable as well.  Watch out poor you are conned.

THERE IS AN ATTITUDE AMONG LIARS THAT "SAY" REPLACES "LIE"

The opening statement from my ex-wife was criminal, terrorizing and a complete overturn of the western civilization's value system: work and be rewarded. All I have to do is " SAY" she said and they will lock you up. I was so terrorized that I have not ever gone swimming again, shaking, fearful. All she professed liar has to do is   "SAY" or "LIE" and I am gone, my house , my car; she and her lawyer wrote about selling off my musical instruments. Was it he who told her that all she had to do is"SAY" and they would lock me up, Tyler Luccies of Stevenson Dole at the time? There are so many things besides swimming that I was terrified out of doing.

My lawyer Bernstien said that all Harold Turnham of Turnham Woodland Waddell Rupponi had to so was " SAY" as I pleaded my case against a lawbreaker, Turnham did say he had me surrounded with sheriffs as I was unmasking Turnham's lies. The judge Master threatened jail " If you continue to disparage Harold Turnham's  reputation  I will have bailiffs throw you in cells".

Sheriffs surrounded me, I collapsed. Turnham stunk like a junkie, on drugs? liar stink? what?

Combined with the criminal activity of jail threats is the propensity of the Police, By-Law to target anyone who they perceive as opposing their dominating agenda. No complaining about them , rat. 

The liars just have to " SAY" AND THE POLICE "SAY" TOO.

Police have said to me "We are coming anytime" and "If any doors or windows are open we are coming in". The snow shoveling was not to Victoria By-Law's satisfaction:  out here to Otter Point with two Police Vans. Kicking at the doors, coming in? I am 71 years old, wake up shaking , jump at every noise, I am visited rarely, I am totally isolated and collapsed on left side. All someone has to do is say and they will lock me up. I was  NOT GUILTY and Fritz Verhooven of Edward Kenney Bray admitted he had lied in the deposition which got me locked up in prison for five days. 

All he had to do "SAY"  and Sooke RCMP without warrant or juristictional legality picked me up on Friday afternoon on a long weekend and solitary confined me in a freezing concrete box, weekend so I could not get out of  JAIL  threats coming true . I was put in with murderers in Wilkinson Road Correctional Facility and then flown to Vancouver in a rickety plane over water, chained up ( Isis-like), with a huge waist chain, feet chained. 

The laughing Sheriff put me in an unheated unventelated van at Vancouver International Airport and I spasmed and convulsed until I was crippled and never the same and they are coming ANYTIME!    As Canada's law representatives they do this in your name, with your permission, representing YOU!  How can you not be revolted, motivated to control the use of your power?
