HOW NECESSARY IS "TOTAL RECALL"?

I WOULD SAY THAT TOTAL RECALL IS AN ABSOLUTE NECESSITY IF YOU NEED TO KNOW WHAT HAPPENED, WHO IS RESPONSIBLE AND HOW IT HAPPENED.

There is an egregious and unreasonable use of the lack of 

 "TOTAL RECALL' that I find obnoxious which is when people  say 

"I do not recall that happening" or "I do not believe that happened"

without presenting any proof or testifying to an alternative 

and think that is all that is required to refute the Truth.

IF PEOPLE DO NOT REMEMBER OR CLAIM THAT THEY DO NOT OR IF THEY CLAIM THEY DID NOT KNOW WHAT HAPPENED THEN IT COULD NOT HAVE HAPPENED EVEN THOUGH THEY HAVE A HOLE IN THEIR HEAD WHERE TOTAL RECALL WOULD BE.
