THE COMPLIANCE SICKNESS IS A CHARACTERISTIC EXHIBITED BY PEOPLE WHOSE ONLY OCCUPATION IS TO CONTROL OTHER PEOPLE. THEY NEITHER SEED NOR SOW. THEY RECEIVE THEIR SUSTENANCE FROM US TO KEEP US SAFE.  THEN THEY ARE PREOCCUPIED WITH THEIR OWN  SAFETY AND AUTHORITY. 

I searched about the why and the what of the Excessive Demand for Compliance which is a widely known Police Characteristic.

I searched for what mental defect would motivate Police to demand excessive degrees and types of compliance from citizens.

I did not find much except about "non-compliance" by Citizens.
