Contemporaneously, with "Gangs" being defined broadly, there need not be a physical territory for a gang to function, although many gangs I have faced had a territory.
The Alf Toone corporation had a physical territory which they expanded to control a Gary Oak Meadow adjacent to the Rockcliffe, my parking lot, my Apartment Building and myself.
The Rednecks up the street had a territory, their acreages which they felt included the road allowance between their properties and my property here at Otter Point through the tenure here of three owners.

Keeping my inheritances away from me or secret and kept away from me through the theft and keeping possession of my mail created a territory for the Sibling Collard Family Gang, that included my sister in law and my wife. The gang and the individuals diverted and converted my inheritances and they also exploited me and extorted me of my really puny earnings.

A divorce which begins with "Sign over all your assets or I will say you abused me'' is a criminal enterprise.
My ex-wife got lawyers and other persons to attempt to dispossess me of my property. The Divorce Gang was another criminal gang which was based on the use of false allegations, in my case, so there was no actual assessment of what my ex-wife had coming to her based upon Law and what she had done to diminish Family assets and to limit my ability to work. Furthermore the Gang was composed of some serial offenders, individuals who set themselves up in business to cater to and facilitate divorce based extortion.
As soon as three people are involved in anything which would create a negative outcome for another person they are in a different category from an individual offender as that behavior is codified in the Criminal Code of Canada. Clang, Gang.
The Police and By-Law constitute a group with a wide reaching territory they control and they have been called "the biggest gang" by other commentators. I concur.

Allegedly, Pengun is done "bothering me", but there is a comment here purporting that I had "tried to use (Police and By-Law)against everyone and failed miserably".
When damage was done to land or watercourses I made application to the BC Department of the Environment. I attempt to litigate against anyone who damages myself or my property.
I did not call Police but once when 12 people were at the Rockcliffe on my property fencing it off from the Gary Oak Meadow in 2001.
In 1982 I hired lawyer Moe Sihota, later NDP Minister of the Environment to represent me. Still, I wrote the documents and argued the case before the Environmental Appeal Board of the BC Cabinet.I did not engage the services of the Police and By-Law Gang to use against anyone.
I eventually began to be aware of the criminal nature of other acts contrary to my interest which had been perpetrated and called for the prosecution of thieves, vandals, frauds and false accusers I do admit.
I wrote the Writs and progressed a suit in the BC Supreme Court about making up stories that defame an injured party to get out of trouble,
Prevarication with collusion involved and a part of the suit.
